Eligible Organization Types 

Missouri law generally allows only the following nonprofit entities to sponsor or conduct charitable raffles (raffles are treated as a type of chance-based fundraising permitted by the constitution and regulated by statute):

  • Charitable organizations — nonprofits with a primary purpose of charity, not primarily for conducting raffles; must be recognized as tax-exempt under federal law (e.g., IRS § 501(c)(3)).

  • Religious organizations — nonprofit church or religious bodies recognized as tax-exempt under federal law (e.g., IRS § 501(c)(3) or § 501(d)).

Important Notes

  • No license is required for raffles where total annual prizes do not exceed $5,000 and fewer than four raffles are conducted in the calendar year.

  • Some local municipalities or counties may impose local permit requirements in addition to the state licensing, depending on where the raffle is held — check with local government offices where the raffle will occur.

  • If you are also soliciting charitable contributions (separate from the raffle), you may need to register with the Missouri Attorney General’s Charities Unit, but that is a separate state requirement from the raffle license itself
