Kansas law permits nonprofit organizations to conduct charitable raffles under specific conditions. This authority stems from a state constitutional amendment approved by voters in 2014, and was implemented through legislation in 2015 that created the Kansas Charitable Gaming Act.

Eligible Organization Types 

Under Kansas law, the following nonprofit organizational types are eligible to manage, operate, or conduct charitable raffles:

  • Religious organizations

  • Charitable organizations

  • Fraternal organizations

  • Educational organizations

  • Veterans’ organizations
    These must be bona-fide nonprofits authorized to operate in Kansas.

Important Notes

  • No license is required if a nonprofit’s annual gross raffle receipts do not exceed $25,000 for the Kansas fiscal year (July 1–June 30).

  • A charitable raffle license is required if gross receipts exceed $25,000 in a fiscal year.

  • Raffles must be managed and operated by bona-fide members of the nonprofit (or auxiliary) without prohibited criminal history.

  • No paid remuneration or profit may be received for managing/operating raffles (unless benefiting another nonprofit).

  • Records of raffles must be kept for specified periods.

  • Raffles can’t use electronic gaming devices to sell tickets or conduct the raffle.

  • Licensed organizations cannot engage professional raffle vendors to manage operations.

Annual License Fees

When a license is required, the fee is based on annual gross receipts:

Gross receipts means the total revenue from tickets sold and given away before deductions.

    Application Steps

    Apply at least 30 days before selling tickets.

    Applications must include organizational information and estimated gross receipts.

    Use the official KDOR raffle license form (BI-70).

    Note: The license period runs July 1 through June 30 and must be renewed annually.
