Let’s Raffle
Maine allows individuals and nonprofit organizations to conduct raffles as part of charitable fundraising under state law. Raffles are regulated as part of games of chance and generally must be registered with the Maine Gambling Control Unit unless a specific exemption applies.
Eligible Organization Types
Nonprofit and other eligible organizations (charitable, civic, fraternal, etc.) may register with the Gambling Control Unit to conduct raffles and must comply with Maine’s rules regarding prize limits, age restrictions, and reporting.
Must be organized in Maine for a period of not less than 2 consecutive years prior to applying for a license and is:
- An agricultural society;
- A bona fide nonprofit charitable, educational, political, civic, recreational, fraternal, patriotic or religious organization;
- A volunteer fire department; or
- An auxiliary of any of the organizations above

Important Notes

No license is required if a nonprofit’s annual gross raffle receipts do not exceed $25,000 for the Kansas fiscal year (July 1–June 30).

A charitable raffle license is required if gross receipts exceed $25,000 in a fiscal year.

Raffles must be managed and operated by bona-fide members of the nonprofit (or auxiliary) without prohibited criminal history.

No paid remuneration or profit may be received for managing/operating raffles (unless benefiting another nonprofit).

Records of raffles must be kept for specified periods.

Raffles can’t use electronic gaming devices to sell tickets or conduct the raffle.

Licensed organizations cannot engage professional raffle vendors to manage operations.
